Mr. Kruglikov was born on the 6 March 1965 in the city of Kinishma (Ivanovo region).

In 1982 after completing secondary school he studied at the Vladimir Polytechnic Institute (now Vladimir State University). From 1984 to 1986 he served in the Army. After completing his military obligation, he worked as an electrician and continued his studies at the Ivanovo Power Institute. After graduating from the Institute he worked as an engineer in the government housing maintenance department. From 1997 to 1998 he was a businessman.

Beginning in 1999 he became the head for the Vladimir region of the Russian charitable program "Peace in your home." In 2002 he became a member of the Board of Trustees for the City Business Support Foundation.

From 2000 to 2002 he was an assistant to the chairman of the Vladimir Region Legislative Assembly.

In March 2002 Mr. Kruglikov was elected to the Vladimir City Council.

He was elected Chairman of the City Council in October 2005.

The main directions of his work:

1.Represents the Council in the relations with the bodies of state and local authorities,enterprises,institutions,organizations and their working people,social associations and city population.

2.Organizes and coordinates the work of the Council and its Presidium, renders help to the deputies in exercising their powers.

3.Provides guidance in the Council sessions preparation, is in charge of the inner schedule.

4.Convenes, chairs the Council meetings and signs with the mayor administrative determinations.

5.Coordinates the work of the permanent committees,commissions and if needed takes part in their work with the full voting status.

6.Leads the Council work, hires and fires its workers.

7.Takes the reporting measures of the Council, its permanent committees, and opinion polling.

8.Solves other questions that can be him intrusted by The Council and the legal system of Russian Federation.
