City Council of People's Deputies

The formation and the Functions of the Council.

Accoarding to the Charter of the municipal formation of Vladimir City, The Council of the People's Deputies consists of 35 deputies. They are elected by the citizens of the Vladimir. The elections are held on the base of universal, equal and direct suffrage by secret ballot for a period of 4 years.

The deputies of the Councilare elected on every mandated electorial district.

The structure of the City Council of People's Deputies includes:

the Chairman

the vice-Chairman

the constant committees ( on the orientation of activities)

There are 4 deputies working on the permanent base in the council. The Council has the rights of the juridical person, has the seal, represents a municipal formation, that has administrative functions.

The Council has rights to exercise its authority in the case of the election of two thirds of the number registered in the City Charter.

The authorities of the deputies are considered to begin from the first meeting and end with the day when the election of the new deputies' convocation is obtained to take place.

The basic work form are meetings of the deputies. The meetings are held not less than one time a month. They are public and open ( if another decision is not reached ).

The meetings are rightful if not less than two third of the established number of deputies are present there.

All the meetings are held in Gorky Street,36. The beginning is at 10, the 15-minute break after every an hour and a half. From 1 till 2 pm- lunch break. Another time of the meeting or session can be established initiated by the group of deputies(over one third of 35)? the chairman of the Council and by the mayor.
