The economy of Vladimir is highly diversified. The city boasts eight science research institutes and 84 large industrial enterprises. More than 33% of the labor force is employed in the industrial sector. The city's industrial potential is presented in machine building, electrical engineering, chemicals, construction materials, and food processing. Several city enterprises are specialized technology and have highly skilled personnel. The main branches of the city's industrial sector are machine building and electrical engineering, with shares of over all industrial production of 43% and 32% respectively.

Enterprises of food industry provide not only the city, but also neighboring towns and districts with food products. The food industry is one of the most stable and developing rapidly sectors in the city. The productions of products like meat and milk are decreasing, but the productions of others bread confections are stable and even expanding. The reasons for this are growing demand and municipal support. Vladimir food produces operate with both Russian and foreign equipment, most of which has been imported in the last 10 years. Created in 1999, the finance industrial group ZAO "Vladimir-Opolie" is active in financing equipment purchases and leasing.

In Vladimir much attention is paid to the promotion of small business. Today in Vladimir about 5,000 enterprises of small and medium business and 20,000 sole proprietorships operate, employing about 50,000people. They provide the city with about 24% of its budget and help to keep unemployment. Presently, it is stable at 1,1%. The city administration believes that small business can help to reduce unemployment, expend the tax base, increase production, and improve consumer market. Small business in Vladimir plays an important role in the reconstruction of large enterprises, primarily those, which produced goods for the military. The growth of small business is increasing investment activities in the city. To facilitate the growth of small business and to create a favorable climate for small business, the city administration has established various departments to oversee the growth of small business.

In addition to this, the Department of Foreign Relations and Tourism works closely with various foreign assistance projects for small business development. In 1997 the "City Initiative" program was created with the goal of coordinating efforts of enterpreneurs and local authorities in promoting positive and attractive image of the city of Vladimir.
